Indonesia has a defined-benefit pension system, but it is limited to civil servants (approximately 4% of the Indonesian labor force).  It also has a defined-contribution scheme, where both employees and employers contribute a percentage of the employee’s salary to his/her pension fund.  Employees receive their pension upon retirement.  However, the pension amount typically does not adequately support retirees throughout the duration of their retirement. Lower income workers place little, if any, funds towards their retirement. 

The Ministry of Manpower and Transmigration is responsible for Indonesia’s labor and welfare affairs.  The 2009 Healthcare Law and 2004 National Social Security System Law are the most important healthcare legislations in Indonesia. Under these laws, the government is required to plan and implement a healthcare program for all its citizens.  Another significant law is the Manpower Act of 2003, which covers Indonesia’s requirements for minimum wage, overtime and standard work hours.
