Vietnam HR Update

Vietnam’s economy is taking off dramatically. After a long period of steady growth, foreign direct investment (FDI) leapt to $10 billion in 2006 and $21 billion in 2007. The country’s economy, growing at an annual average of 8% for the last few years, is moving beyond basic industries, like garment-making, to more sophisticated products. In 2007, Intel and Foxconn (a large Taiwanese electronics manufacturer) each began new projects in Vietnam valued in the billions of dollars. This phase of rapid growth is creating new challenges for HR managers there.

Vietnam ’s economy is growing rapidly (7.7 percent GDP in 2004) and competition for skilled labor is on the rise. Following the establishment of economic zones and programs providing foreign direct investment incentives, more and more foreign and domestic businesses have set up shop in Vietnam. Therefore, employment opportunities have increased throughout the country and by June 2005, Vietnam had already generated an excess of 650,000 jobs; a ten percent increase over the same six month period in 2004. This rise in job opportunities has also led to intensified competition among businesses trying to retain their highly-skilled workers and top local talent.

This article highlights the key aspects of Vietnam’s human resource capabilities, including information about the labor force, labor laws, wages, cultural considerations, recruiting methods, and the outlook on future foreign investments in Vietnam. In order to successfully integrate the Vietnamese market into the international market, the government is making efforts to further economic liberalization, while promoting a more knowledge-based economy rather than an agricultural-based economy. For example, in a move to modernize its IT sector and catch up with international IT growth, the Vietnamese government opened the Quang Trung Software City and is hoping to employ at least 60,000 skilled IT workers by 2005.

Vietnam has become one of the fastest growing economies in the world. During the first six months of 1997, its economy grew at a rate of 9.1%. Investors such as Ford Motor Company see Vietnam as a way to get a foothold in the ASEAN region without the high investment costs and strictly enforced regulations of its neighbors. Foreign investment in Vietnam is increasing rapidly. In 1997, there were a total of over 2000 approved foreign investment projects, with registered capital of over US$30 billion.
